Important update: Extended PCA is ending

As Minnesota completes its move to CFSS, extended PCA is being phased out. Effective October 1, 2026, people can no longer receive extended PCA — the last day is September 30, 2026. If you or a loved one relies on extended PCA, now is the time to transition to CFSS. We’ll guide your switch so there’s no gap in your care.

What is CFSS?

Community First Services and Supports (CFSS) is a Medical Assistance benefit developed by the State of Minnesota. It gives people who need help with daily living more choice, control, and flexibility than the traditional PCA program it replaces.

With CFSS, you decide who provides your care and help write your own support plan. CFSS covers help with activities of daily living (bathing, dressing, eating, transferring), health-related tasks, instrumental activities like shopping and cooking, and observation and redirection.

Kalkaal provides CFSS through the Agency-Provider Model — we serve as your caregiver’s employer and take care of hiring, training, scheduling, and payroll, so you get the support of a full agency without the burden of managing staff yourself.

What is CFSS (Community First Services and Supports)?

CFSS is Minnesota’s self-directed home care program that is replacing PCA and the Consumer Support Grant. It helps people with disabilities and older adults get help with daily activities while giving them more choice and control over who provides their care and how their budget is used.

When is PCA changing to CFSS?

Minnesota began moving people from PCA to CFSS in October 2024, with the transition rolling out over time. If you currently receive PCA, Kalkaal will guide you through the switch so there’s no gap in your care.

How does CFSS work with Kalkaal?

We provide CFSS through the Agency-Provider Model. That means Kalkaal is the employer of record — we recruit, hire, train, schedule, and pay your caregivers and handle the paperwork and billing. You still choose who provides your care (often including eligible family or friends) and how it fits your life.

Can I hire my family member through CFSS?

Yes — one of the biggest advantages of CFSS is that you can often hire an eligible family member or friend as your paid support worker. We’ll confirm eligibility and handle enrollment.

Does CFSS cost anything?

For people on Medical Assistance (MA), CFSS is covered. We verify your eligibility and manage billing so there are no surprises.
